    Ohio lays off 23 highway workers

    The Ohio State Highway Patrol has laid off 23 of its 61 troopers, not because new cars aren’t being purchased, but because Ohio is experiencing the worst job loss in the country due to the onset of the recession.

    The department supplies about 900 of the Ohio National Guard’s 900-plus highway patrol troopers. Only about half their troopers — 287 — work full-time, according to a union contract approved in December.

    The layoffs, which reportedly were ordered by the highway patrol’s chief since last spring, have not been finalized yet. As of late Saturday, only one trooper was laid off.

    “The patrol is not in a good position,” said a source who asked to remain anonymous. “They are hemorrhaging money.”

    The source said troopers’ hours are being cut because of the National Guard layoffs and because of the internal morale problem caused by so many being laid off.

    The source compared the layoff situation with that of the farming world. In Ohio, the government pays for thousands of acres of so-called conservation land to protect it from development. In the past, farmers needed to be paid for the land, but now more land is acquired cheaply.

    “They’re going to do that here, too,” the source said.

    The Police Association contract, however, was passed Dec. 14, 2009, and its terms are considered binding.

    Neal Hitt, president of the patrol union, said its 166,000 members are not looking for an increase in pay but are willing to consider a raise if it is necessary.

    “We will continue to work to find the resources to fund our troopers,” Hitt said.
